This site describes how those programs generally work as a public educational resource.

Submitting information through this website does not file a claim with any state victims compensation agency. When you contact us, you are not submitting claim information to a Victims Compensation agency, and no action will be taken to do so on your behalf. You can apply to a state program on your own, at no cost, directly through the responsible state agency.
